The American Friends Service Committee (the Quaker organization) has done initial emergency relief, but is now gearing up to speak up for the civil liberties and economic needs of poor evacuees. They've been on these issues for a long time, and have the infrastructure to leverage other groups' efforts. http://afsc.org/hurricane/default.php
