Obviously they knew about the speed & strength; I was wondering whether maybe that was all they knew prior to Lex's accident.
As for the skateboard... it serving to explain away how Clark gets between points A and B quickly makes sense. I just can't see Jonathan, Mr Overprotective, letting Clark have a skateboard, and arguments based on reason or logic of course have no effect on him.
And aside from Clark wanting nothing less than to be SuperDork, skateboarding is cool on our planet...
