There's been a lot of bitching about how it makes no sense for Bruce to accept Steph now, after he's been so adamant that she give up the cape in the past (to the point of forbidding Tim and Cassie to patrol or even train with her)... but actually they've set the characterisation up really well for this. He was right to warn Steph off before, for her own safety; she wasn't up to the work she was trying to do.
But she's gotten better, on her own, since then. And I don't think it's at all out of character for Bruce to acknowledge that, and then insist that she train with him until she's good enough that his concern for her safety won't keep him from letting her go out.
